BRAC was founded in Bangladesh in 1972 by Sir Fazle Hasan Abed. BRAC Maendeleo Tanzania, part of this leading development organization, began its operations in 2006 in Tanzania, focusing on thematic areas such as agriculture, youth and women empowerment, food security, and livelihood. BRAC Maendeleo Tanzania aims to decentralize Human Resource Operations to increase efficiency and effectiveness in service delivery, thus enhancing organizational productivity. This role contributes to the development of base strategies, which are translated into action plans and daily tasks.


Position: Human Resource Officer  

Location: Dar es Salaam


MAIN JOB RESPONSIBILITIES:

Recruitment and Selection:

  • Receiving approved manpower requisitions from the Talent Acquisition Manager to initiate the recruitment process.
  • Arranging interviews for successfully shortlisted candidates.
  • Collecting all necessary documents from new staff and issuing contracts.
  • Ensuring that all probation reviews are completed within agreed timescales.


Maintenance of Staff Files:

  • Conducting appropriate employment background checks for newly recruited staff.
  • Ensuring all new staff have social security and medical registration and supervising the process by ensuring that necessary application forms are completed.


Training and Development:

  • Assisting the HR Manager in leading Training Needs Analysis.
  • Assisting the training team in the preparation, organization, and evaluation of various training sessions in the field.


HR Services:

Working closely with Accounts in payroll preparation.

  • Managing leave and attendance of regional staff.
  • Ensuring all staff have renewed contracts.
  • Assisting the HR Manager in issuing and processing transfer proposals, transfer orders, and resignation letters.
  • Handling employee relations issues in consultation with the HR Manager, including attending formal disciplinary hearings and issuing show cause notices.
  • Maintaining and updating staff personal files.
  • Assisting the HR Manager in managing the staff information system software (HRIS).
  • Ensuring all staff are issued name tags and identity cards.


Human Resource Strategy:

  • Organizing policy-sharing events periodically for concerned regional staff.
  • Communicating gaps in various policies and processes and proposing possible solutions to HR strategy.
  • Assisting in the Performance Management System, including staff objective setting in January, mid-term reviews, and year-end reviews.
  • Supporting staff development activities, including promoting the BRAC Learning Catalogue.


SAFEGUARDING RESPONSIBILITIES:


  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation.
  • Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident occurs and encourage others to do the same.


REQUIRED SKILLS/CAPACITY:

  • Proven two years of experience as an HR officer, administrator, or other HR position.
  • Knowledge of HR functions (pay & benefits, recruitment, training & development, etc.).
  • Understanding of labor laws and disciplinary procedures.
  • Proficiency in MS Office; knowledge of HRMS is required.


EDUCATION REQUIREMENTS:

  • Bachelor’s degree in human resource management/administration, industrial relations, law, or a relevant field.
