Guide to Appeal if You Missed Out on a HESLB Loan


Overview of HESLB

The Higher Education Students' Loans Board (HESLB) was founded under the HESLB Act (CAP 178) and began operations in July 2005. This board is tasked with providing loans and grants to qualifying students who need financial assistance. If you feel unsatisfied with the loan allocation you received, you have the option to appeal by completing an online Appeal Form.


General Guidelines for Students

Students who either didn’t receive a loan or are dissatisfied with their allocation can submit an appeal by following these instructions:

  1. Submit the Appeal Form Online: Complete and submit your appeal form, including any necessary attachments, through the HESLB online system.
  2. Answer Required Questions: You may be asked additional questions to assist with the processing of your appeal.


Steps to Complete the HESLB Loan Appeal Form

  1. Visit the HESLB Website: Go to http://olas.heslb.go.tz.
  2. Select ‘Appeal Now’: Begin filling in the appeal form.
  3. Enter Your Form Four Index Number: Use the index number from your Form Four examination used in your loan application.
  4. Complete the Required Sections: Fill in each section marked as required.
  5. Confirm Your Information: Click ‘Confirm’ in each section to verify your details.
  6. Download and Print the Form: After completing the form online, download it and print a copy.
  7. Sign All Forms: Make sure all sections are signed.
  8. Upload Signed Forms: Submit the signed forms through the HESLB online portal.
  9. Wait for a Response: Await updates on the outcome of your appeal.

How to Check Your Appeal Status

To monitor the status of your loan appeal for the 2023/2024 academic year:

  • Log in to your HESLB account and select “Appeal for loan” to view the status.
  • Alternatively, visit https://olas.heslb.go.tz for further information.


Announcement of Successful Applicants

The list of students who successfully secured loans, along with their respective allocations, will be posted on their Student Individual Permanent Account (SIPA) or on the HESLB website once approved. For further updates, visit www.heslb.go.tz
